Water resources play a crucial role in almost every aspect of human endeavors. Through water governance, which is a combination of management and development procedures to secure the safety of water resources, authorities attempt to elevate their community. A well-functioning water governance not only must address the natural dimension of water resources, but also consider the anthropological aspect. The latter aspect covers a wide range of social activities, including, but not excluded to, hostile radical movements. This sort of behavior, which is rather difficult to anticipate, has the tendency to target water resources, because of their vital importance for societies. Many attempted to find resolutions to resolve these abusive behaviors, yet because most of such attempts aimed for a single resolution to explain and predict hostile movements, they were doomed to fail. These ad hoc approaches are similar to a medical doctor’s attempt to cure different patients by prescribing a single medicine for them all. Similarly, various solutions are needed when water resources are threatened or attacked with hostile intentions. As a result, a search of historical evidence of documented aggressive behaviors toward water resources was conducted in the hope that a few remedies can be found to ensure the security of these strategic infrastructures.
