چکیده :

Dam construction has been a controversial solution for water supply, hydropower generation, and flood control. Dams and their reservoir storage cause harm to ecosystems, and they are temporary solutions that become inoperable after their service life due to sedimentation. On the other hand, dams are in many cases unavoidable because they can support human activity and economic growth in a cost-effective manner relative to other water infrastructure. Taiwan, for example, is a mountainous country, which if it were not for its dams, would not harness approximately 80% of its runoff, causing its 23 million people to endure severe water stresses (Chang et al. 2005) and forego the use of surface water for agricultural, industrial, and domestic uses. Such proclaimed water that otherwise would be wasted could instead be utilized.
