Iran country includes the societies in developing which the economic after oil is based on agriculture and On the other hand 31 percent of the population and about 90% of the natural areas of the country are located in rural areas and agricultural sectors is accounted for about 20 percent of GDP, In Iran country agriculture activities is the second economic activity after oil. Processing and complementary industries, despite its importance, is relatively new article in Iran that still as much as the agricultural sector and the national economy is not supported.Dehloran city also has plenty of garden products, cucurbits, wheat and cereals and so that agricultural products in harvest time has a huge surplus in annual. This surplus product due to the lack of food industry factories and processing complementary industries of agriculture sector is not to farmers benefit. In this research project, our focus was on creating food industry factories dependent on agricultural products that are named as complementary processing industries of the agricultural sector. And due to the factors described, we paid to prioritize of this industry. To do this we use the Delphi method.
