چکیده :

One of the necessities of the present era is entrepreneurship development through education in the educational centers and universities. One of the most important dimensions considered is cultural infrastructure for entrepreneurship. In order to create and promote a suitable culture, first, we must recognize different superhighway through which the culture can be injected into individuals' own ability and entrepreneurial talent, and then we need to invest on it. In this paper, a model was presented by assuming insert an entrepreneurial culture, which can lead to empowerment, enhancing talents and learning skills of human resources. Presented model has five stages; firstly, a fuzzy system is designed that its input and output are introduced the three key variables related to components of entrepreneurial culture, and dimensions of the development of human resource, respectively. In the second stage, inputs and outputs are converted to fuzzy numbers after partitioning. In the third stage, the inference rules (inference engine) are explained. In the fourth phase, defuzzification is done. Finally, in the fifth stage designed model is tested. Results obtained indicate that components of entrepreneurial culture have affected on the dimensions of entrepreneurial human resource development including empowerment, enhancing talents and learning new skills.
