Investigation of the Factors for Establishment of Social Security and Welfare in Surah Al-Baqarah from the Perspective of Qur’an in the Islamic City

In the present study, it has been attempted to look into the factors constituting and affecting (enhancing, reduc-ing) social security and social welfare from the perspective of Surah Al-Baqarah (The Cow) of Qur’an in the city. The research method in the present study is descriptive-analytical and library. The population in the present study has evaluated the 286 verses and the 3 chapters in Surah Al-Baqarah which is the second and longest surah in Qur’an. The results obtained from the study indicate that for enhancement of social security, in Surah Al-Baqarah, the Qur’an has made direct mention of factors such as: discord, intrigue, failure to follow the law, failure to obey the Imam, leader and supreme leader of the time, lack of commitment to Welfare State, distortion of the law for personal gain, covering the real face of justice (representing the wrong as the right), inconsideration of the exist-ing traditions and minorities in the society (propagation of racism), lack of respect for the personal rights of the others, not striving in the way of God (al-jihad fi sabil Allah), emergence of Riba (usury) which is unlawful econo-my, failure to keep God’s covenant (failure in compliance with and commitment to ethics) and inclination for su-perstition (magic) which lead to the disruption of the social security. In fact, by controlling or eradicating such false and wrong norms, the level of social security can be enhanced; yet for improvement of the social welfare, it has been elaborated that: promotion of glorious deeds, gratitude for the divine blessings in life, helping the desti-tute people, paying Zakat, living healthily and avoiding unlawful sustenance, request for pure blessings and suste-nance from God, relative satisfaction with the possessions and striving in the way of God are the most important components that have been mentioned in the longest surah of Qur’an (Surah Al-Baqarah) with regard to social security and welfare.
