One of the major limitations of urban management, especially in metropolitan areas, is the multiplicity of urban managementin policy making, decision making, planning, leading and monitoring. Although our urban management are now divided among 25 state and municipality related institutes. The worst thing is that these different authorities and custodians act without unanimity and this has led to urban management problems such as traffic, illegal housing, illegal employment, land and housing speculation and the likes (Saeednia, 2009:35 Ardabil as a large city is now faced with managerial challenges such as lack of expertism in different levels of urban management and lack of citizen’s cooperation with the managers; and this challenge is evident in planning and managing the city. The aim of this study was to assess the management of Ardabil and suggested strategies in this regard has been, Maybe I could live in a city where a minor role in my own field of specialization. At the present paper along with the library and field study through questionnaire and survey of experts and citizens and data analysis by SPSS software we try to obtain desirable results. The results showed that Urban management challenges in Ardabil city are due to two major reasons: lack of expertism in different levels of urban management and lack of citizen’s cooperation with the managers
