The main subject of this applied-descriptive study was achieving business excellence with tools of the management control system. The models introduced in Organizational Excellence Methodologies (OEMs) are among the management control tools. Still, the application of one model alone or the simultaneous use of several models have posed business challenges. To overcome this problem, integrated management system (IMS) studies proposed implementing integrated models, but one of the main challenges of this procedure is the lack of specific guidelines. To solve this problem, this study integrated Balanced Scorecard (BSC) and High-Performance Organization (HPO) for the first time by implementing specific guidelines. The integrated BSC_HPO model managed both the strategic and internal objectives of a business with more strengths and fewer weaknesses than each of them alone, also an evaluation checklist introduced 5 main objectives and 59 measures that can be used for periodic quantitative reports of businesses. Hence, businesses maintain the unity of their guidelines to achieve business excellence. It is clear that researchers have shown greater attention to integrating other models with BSC, and future HPO research has encouraged comparing its framework with other performance evaluation frameworks.
